The five standards
- Heating: a fixed heater that can warm the main living room.
- Insulation: ceiling and underfloor insulation.
- Ventilation: windows that open in living areas and bedrooms, and extractor fans in kitchens and bathrooms.
- Moisture and drainage: drainage and guttering, and a ground moisture barrier where there is an enclosed subfloor.
- Draught stopping: unreasonable gaps and holes that let in draughts blocked.
What a landlord has to show
A new or renewed tenancy agreement must include a statement of the property’s compliance with the standards, and landlords have had to keep records that show compliance since 1 July 2019. A tenant can ask for that information, and the landlord has 21 days to give it (tenancy.govt.nz).
How Propex keeps it
Each property has a standing answer for Healthy Homes: Yes, No, or not yet stated. Nothing is assumed either way. A Yes asks for the compliance certificate, which is kept among the property’s documents, so the evidence is there the day a tenant or the Tribunal asks for it.
When you generate a tenancy agreement, the Healthy Homes statement is printed against the landlord’s name from that record, together with the insurance statement the Act also asks for.

Questions
When did all rentals have to comply?
By 1 July 2025. Since then every private rental in New Zealand has had to meet all five Healthy Homes standards.
Does Propex assess whether my property complies?
No. Propex records your answer and the certificate from your assessor; it does not assess the property itself.
What goes on the tenancy agreement?
The Healthy Homes compliance statement and the insurance statement, both printed from the property’s record when the agreement is generated.
